Education Department,

Hongkong, 12th February, 1921.

The Hon. Dr. Claud Severn, 0.M.G.

Colonial Secretary.

Sir,

I beg to be permitted to address you, and later to

interview you, on the subject of my salary under the new

Scheme.

Under this Scheme my salary has been (A) raised

from £800 to £900 p.a. with (B) a non-pensionable Allowance of

£60 p.a.

as Director of the Technical Institute.

A. 1.

The new salary is equivalent to that of the Head

Master, Queen's College, which has been raised from £720 to

£900.

For an Inspector of Schools to receive only the

Bame salary as that of the lead Master of a School under his

inspection is without precedent. Salaries paid by the London

County Council are, -

Head-Hasters (of largest schools,

Inspectors

560 on roll)...

i.e. отег

£650.

£900.

The salary of an Inspector is thus 38.46 per cent. higher than

that of a Head Haster. Salaries paid to Government Inspectors

of Schools are now still higher.

Applying the London County Council rates to Hongkong,

with salary of head Master, queen's College at £900, the Salaryi

of Inspector of English Schools wouldbe £900 plus £346 £1246,

Again, while under the new Scale in Hongkong the

salary of the Head Master Queen's College is £250 higher than

the corresponding salary paid by the London County Council taat
